CTA Introduction

The CEC OCEAN FUND, LP was established to provide qualified investors the opportunity for long term capital appre- ciation regardless of the direction of the broader equity markets. Investing utilizes the most liquid exchange traded fu- tures market, the mini S&P 500 futures index. Through exhaustive research, we have integrated a superior quantitative process to find specific anomalies and intraday patterns for profit. At present, six different investment subsystems drive the fund – momentum, mean reversion, volatility breakout, contrarian, pattern recognition and trend following. Our goals are to continue to produce steady superior returns accompanied by lower risk than traditional investment products.

Clark Collins, Managing Member, is responsible for the oversight of all company functions. Mr. Collins designed all systems used for investment in the CEC OCEAN FUND, LP. Mr. Collins has been a trader and portfolio manager for over 20 years. Prior to launching CEC Capital, LLC, Mr. Collins worked with Geldermann Inc, a futures commission merchant in Chicago as a foreign exchange trader. While hedging international currency risk for multi-national grain companies such as ConAgra and Archer Daniels Midland (ADM), the foreign exchange desk also was able to take on short term trading positions which inspired Mr. Collins to delve further into technical and quantitative trading. In 1994, he also began to work with the fund group within Heinold Asset Management, managing the risk of the investment pools within the company. In 1999, Mr. Collins accepted a principal role at TJM Institutional services to launch several successful commodity pool investments as the portfolio manager. In 2002, Mr. Collins left for Florida to work with a family office and continue empirical and fundamental research to support his financial mod- eling of the capital markets. Accompanied by Pierre Tullier (Former President of DUNN Capital) in 2007, Mr. Collins was able to design and engineer the critical risk functions and computer code used today in the OCEAN product. After several years of consulting for other CTA/hedge funds in the northeast, he decided to launch the CEC OCEAN FUND, LP in 2010. Mr. Collins has a series 3, 7 and 63 license and a Bachelor of Science in Finance and Computer Science from Florida Southern College.

Jeff Mason, Chief Technology Officer, attended Briar Cliff College in Sioux City Iowa with studies in Mathematics and Computer Science. During this time, Mr. Mason competed on a team of three in the ACM International Programming Contest where they placed 25th in the world. In 1994, Mr. Mason joined Gateway 2000 as a Software Engineer and DBA using Sybase. Within 6 months, he became the senior contact for all application development and design regarding SQL coding and practices. At Gateway, Mr. Mason took advantaged studies in database performance tuning and testing. In 1996, Mr. Mason joined CSG of Omaha, Nebraska where he continued his role of Sybase DBA handling performance tuning, stored procedures, data modeling, and release management. In 1997, he worked at the National Council of Compensation Insurance in Boca Raton, FL. Here he was the team lead for database design and system architecture for a large data-warehousing project. In 1998, Mr. Mason joined Convergys (formerly Cincinnati Bell Information Systems) as a Senior Technical Consultant where he worked in C++, Java, Oracle, Perl, and other technologies to support a large billing and real-time usage and rating system for Sprint Communications. During Y2K, Mr. Mason joined Disney for a 3 month contract where he certified their database vendors met with Y2K compliance. More recently, he has performed as the lead UI developer for a dynamical intelligence solution at Convergys.
